Baxter Goodly, Interim Vice President for Safety and Facilities
Baxter Goodly is is responsible for the management and delivery of all services within FPCM including Construction Management and Campus Planning, Facilities Buildings and Grounds, Transportation and Logistics Services, and Utilities, Energy, and Engineering. In addition, he oversees the GW Police Department, University Resilience, and GWorld Card team.
Safety and Facilities is dedicated to providing a safe, secure and enjoyable campus environment for all members of the university community.
Key Functions
Facilities Planning, Construction and Management
Baxter Goodly, Senior Associate Vice President for Facilities Planning, Construction and Management
Facilities Planning, Construction, and Management (FPCM) builds, manages and maintains GW's property and grounds on all three of GW's campuses. While our efforts vary from construction management to recycling/waste management and many things in between, our overall goal is to ensure that the GW community (students, faculty, and staff) live and work in a clean and enjoyable environment.
GW Police Department
James Tate, Chief of Police
The George Washington Police Department (GWPD) provides patrol services to the Foggy Bottom and Mount Vernon campuses and oversees contract security at the VSTC campus. The Department also coordinates safety and security for a variety of on-campus special events, including Commencement, Alumni & Families Weekend, and visits by dignitaries. In addition to those roles and responsibilities, GWPD provides crime prevention education to the GW community.
University Resilience
Kathleen Fox, Assistant Vice President, University Resilience
University Resilience includes the university’s Office of Advocacy & Support, Office of Sustainability, Environmental Health & Safety, Emergency Management, and the Emergency Medical Response Group (EMeRG). EMeRG provides basic life support (BLS) services on the Foggy Bottom & Mount Vernon campuses. The Environmental Health & Safety team is responsible for enforcing the university’s fire prevention and safety policies; providing OSHA inspections; and preparing for, responding to, and recovering from all hazards.
GWorld Card Office
Emily Dieker, Director, GWorld Card Program
The GWorld Card is GW's official ID card used for identification, physical access, meal plans, declining balance accounts, parking, event entry, and other services. The GWorld Card Program team is responsible for all aspects of the card and related systems and hardware.
Business Integration
Rose Dunnegan, Managing Director of Business Integration
The Business Integration Group functions as the heart Safety & Facilities, fusing together all aspects of business operations to ensure service optimization and care for the GW Community, Staff, and Stakeholders.
Key functions include, but are not limited to:
- Providing support to business unit managers regarding change management, organizational development, business processes and administration, financial analysis, contract management, internal/external communication, people and culture development, and special projects with the overarching goal to accomplish tasks and projects more effectively and efficiently
- Developing, improving and facilitating communication and collaboration within and between Safety and Facilities and other GW departments and external stakeholder groups
- Providing support and resources to the CAO on special projects and initiatives, as well as to the CAO’s direct reports and their teams
- Manages the training & development program for staff
