As
members of the First Federal Congress left their homes and families and set out
for New York City, the local citizens often gave them a spirited send off. This
article conveys some of the hopes that the people of York and Lancaster, Pennsylvania,
had for the future of the national government and describes a typical ceremony to mark
the departure of a representative to serve in the Congress
