A motion was made to commit
the petitions on slavery to a select committee. The majority supported commitment
and, a month later, took the unusual step of placing the committee's report in the
House Journal. The members from South Carolina and Georgia opposed these actions
with heated accusations of violation of the Constitution and threats against the
survival of the Union.
