During the Revolutionary War
the United States had fortified Stephen Moore's land at West Point on the Hudson
River in New York. In May 1790 Moore petitioned for compensation. Here Alexander
Hamilton reports favorably on the petition. On July 5 Washington signed an act
authorizing the purchase of any or all of Moore's land for the purpose of national defense.
