The negotiations with the Creek nation authorized by the Congress during its first session resulted in the Treaty of New York. During August of 1790 chiefs of the Creek nation visited New York City for the signing of this treaty. Their delegation was led by the politically astute Alexander McGillivray who, although he was only one fourth Creek, served as spokesman for that nation. Secret articles granting McGillivray the rank of Brigadier General in the U.S. military forces and an annual pay of $1,200 were part of the Treaty of New York.
