The President brought the hostage matter to the attention of Congress in December of 1790. On February 1, 1791, the Senate resolved to appropriate forty thousand dollars for the ransom, but on March 3 a new resolution rescinded this appropriation because of the unexpected expenses of the expedition against the Indians in the Northwest Territory.
