During each of its three
sessions the First Federal Congress enacted an appropriations act to pay for
the government's expenses of that year. This act, passed to fund the budget
for 1789, is the shortest of its kind in American history. The appropriations
figures were based on accounts presented by the Treasury Department that showed
every expenditure made, including each individual salary or pension payment.
