During the second session, the House appointed a committee to examine the operation of the revenue laws passed during the early months of the first session and to recommend changes. Extensive revisions of both the impost act and the system of collecting the duties were enacted. Congress had received several petitions requesting changes in the 1789 Collection Act. This document demonstrates that the Senate exercised its right to propose amendments to revenue bills, which the Constitution required the House to originate.
