Soon after Congress convened, David Ramsay petitioned for copyrights for two books on the American Revolution. He had unsuccessfully sought to represent Charleston, South Carolina, in the first House. In another petition he asked the House to declare the elected representative, William L. Smith, ineligible to serve, on the grounds that he had not been a citizen for seven years.
