Speech of Rep. Scott on the Land Office Bill
Speech of Rep. Thomas Scott of Pennsylvania on the Land Office Bill, July 13, 1789 (Philadelphia Independent Gazetteer, July 18, 1789--

As a resident of western Pennsylvania, Thomas Scott was a strong voice for the needs of the West, more effective even than John Brown of Kentucky or John Sevier of that part of North Carolina which would enter the Union in 1796 as Tennessee. Scott concludes with a reference to the thesis, "Westward the course of empire takes its way."
