Eleanor Roosevelt to Dr. Philip S. Herbert, Jr.1

Dear Dr. Herbert:

I think in his broadcast Senator Kennedy stated that he never intended to act alone, that he fully intended to consult other American states, but I may be wrong, so I am sending your letter to the Senator in order that he may correct my interpretation if it is not clear.
