Beth Nolan

Ms. Nolan is Senior Vice President
and General Counsel of The George Washington University. She
joined GW in December 2007, after serving as a partner in the
White Collar Group of Crowell & Moring LLP in Washington, D.C.
Ms. Nolan was appointed by President Clinton as the first woman
to serve as Counsel to the President of the United States (1999-2001).
She also served in the Office of Legal Counsel, U.S. Department
of Justice, as Deputy Assistant Attorney General (1996-1999) and
as Attorney-Advisor (1981-1985), and in the White House as Associate
Counsel to the President (1993-1995). She has served on the
faculty of The George Washington Law School for over ten years,
teaching courses in Constitutional Law, Professional Responsibility
and Ethics, Government Ethics, and Government Lawyering. In
addition, Ms. Nolan was a Fellow in the Institute of Politics at
Harvard's Kennedy School of Government (2001), and a presidentially
appointed Member of the National Commission on Judicial Discipline
and Removal (1993). She clerked for the Honorable Collins
J. Seitz of the United States Court of Appeals for the Third Circuit.
Ms. Nolan received her B.A. from Scripps College and her law
degree magna cum laude from Georgetown in 1980, where she
was Editor in Chief of the Law Journal. Ms. Nolan
is a member of the Board of Directors of the Arthritis Foundation
of the National Capital Area, and the Board of Advisors of the Harvard
Law & Policy Review. She was selected for inclusion
in Best Lawyers in America 2008 and Washington Super Lawyers 2008.

Mr. Barber joined the staff as Senior Counsel in 1996, after serving
as Deputy General Counsel at Howard University. Prior to Howard,
Mr. Barber worked as an associate in the New York City firm of Debevoise
& Plimpton. His initial employment after law school was
as a law clerk for the Hon. Gabrielle K. McDonald of the U.S. District
Court of the Southern District of Texas. Mr. Barber graduated
magna cum laude from Howard University School of Law in 1979.
He has been admitted upon examination to the state bars of Texas,
New York, Maryland and the District of Columbia. He currently
serves on the boards of D.C. Building Industry Association and Unity
Healthcare, Inc.

Ms. Kaplan joined the university in 1988 as Special Assistant to
President Trachtenberg. She has served in various capacities
since then, most recently as Associate Vice President for Human
Resources. Prior to coming to the university, she practiced
at the firm of Morgan Associates, Chartered, focusing on employment
law. She is admitted to practice in the District of Columbia
and before the U.S. Court of Appeals for the District of Columbia
Circuit and the U.S. Supreme Court.

Ms. Reed joined the staff as Associate General Counsel in July
2001. Prior to joining GW, Ms. Reed was a partner in the law firm
of Jackson and Campbell, P.C., where she had practiced since 1986,
and was former Co-Chair of the Health Law Practice group. In addition
to litigating professional liability matters on behalf of hospitals
and physicians, Ms. Reed devoted her practice primarily to counseling
a broad spectrum of health care providers on a variety of matters,
including credentialing, physician staff privileges, medical staff
bylaws, fraud and abuse, compliance, and regulatory matters. She
is admitted to the Bars in Washington, D.C., Maryland, Virginia,
Florida and New York. Ms. Reed has served on the Steering Committee
and been a member of the Health Law Section of the D.C. Bar, American
Health Lawyers Association, D.C. Defense Lawyers Association, Defense
Research Institute, and Women's Bar Association, and is active in
a variety of civic and professional organizations.

Mr. Smith joined the Office of the General Counsel in 2007.
Mr. Smith began his legal career in 1987 in as a litigation associate
with the law firm Wilmer, Cutler & Pickering. In 1991
he moved to the Washington, D.C. office of the law firm Ropes &
Gray LLP, where he became a partner in 1997. After law school,
Mr. Smith served as a Court Law Clerk for the United States Court
of Appeals for the District of Columbia Circuit. While in
private practice, Mr. Smith represented clients in a broad array
of civil and criminal cases, before numerous courts and administrative
agencies, and at both trial and appellate levels. He is admitted
to practice before the United States Supreme Court, all federal
and local courts in the District of Columbia, and numerous federal
and state courts around the country.

Mr. Weitzner, joined the office of the General Counsel in November,
1998, received his undergraduate and law degrees from GW, and upon
graduation from law school, directed GW's first student judicial
affairs office. Prior to his return to the university in 1998, Mr.
Weitzner served as Assistant General Counsel at The Johns Hopkins
University, and prior to that, as counsel for the Maryland public
institutions of higher education, first as Assistant Attorney General
then as Senior Counsel for Advice in the Educational Affairs Division
of the Maryland Attorney General's Office. Mr. Weitzner is
admitted to practice in the State of Maryland and the District of
Columbia, and before the U.S. District Courts for the District of
Maryland and the District of Columbia, the U.S. Courts of Appeals
for the District of Columbia and the Fourth Circuit, and the U.S.
Supreme Court.

law degree from GW in 2000. Prior to re-joining GW in 2009, Ms.
Baldwin was an associate in the law firm of Greenstein, DeLorme
& Luchs, PC, where she practiced for seven years. She is admitted

Ms. Carter joined the Office of the General Counsel in September
2010, after serving as the Senior Associate General Counsel for
Faculty and Student Affairs at Howard University. Her prior higher
education experience includes serving as the Vice President for
Human Resources and Legal Affairs at Stevenson University, the Assistant
Vice President for Human Resources at Loyola University Maryland,
an Assistant University Attorney at East Carolina University, and
an Assistant University Attorney in the Educational Affairs Division
of the Maryland Attorney General's Office. She has prior litigation
experience as a Baltimore City prosecutor, a managing attorney in
a general practice law firm, and as an associate in a firm that
focused on insurance defense and collection cases. She is admitted
to the Bars in North Carolina, Maryland, and the District of Columbia.

of Columbia. Prior to attending law school, Ms. O'Neill spent several
years promoting child survival health programs in developing countries
for the U.S. government, particularly in West Africa and Latin America,
and has traveled extensively. She also worked at Georgetown University
administering study abroad programs.

Reserve Board of Governors, Division of Consumer and Community Affairs.
She joined the General Counsel's Office as a law clerk in May 2003
and transitioned into the two year Attorney Fellow position in February
2005. In January 2007, she became an Assistant General Counsel.
She has been admitted to practice in the Commonwealth of Virginia,
the District of Columbia, and Oklahoma.

Court for the Southern District of New York. Ms. Stillerman graduated
cum laude from Harvard Law School, where she was an editor

She earned her Bachelor's degree cum laude in Psychology
from Whittier College. Her current responsibilities include

Windell joined the university as Executive Aide/Receptionist for
the General Counsel's Office in March 2010. Prior to joining the
staff at GW, she served as a Program Coordinator at the American
Institute for Contemporary German Studies (AICGS) at Johns Hopkins
University. While studying at Brigham Young University, Ms. Windell
served as a research assistant, researching scholarly literature
in English and in German pertaining to German reunification. Jenny
also completed missionary work in Berlin, Schwerin, Chemnitz, and
Rostock, Germany.
