Beth Nolan is Senior Vice President and General Counsel of The George Washington University. She joined GW in December 2007, after serving as a partner in the White Collar Group of Crowell & Moring LLP in Washington, D.C. Ms. Nolan was appointed by President Clinton as the first woman to serve as Counsel to the President of the United States (1999-2001). She also served in the Office of Legal Counsel, U.S. Department of Justice, as Deputy Assistant Attorney General (1996-1999) and as Attorney-Advisor (1981-1985), and in the White House as Associate Counsel to the President (1993-1995). She served on the faculty of The George Washington Law School for over ten years, teaching courses in Constitutional Law, Professional Responsibility and Ethics, Government Ethics, and Government Lawyering. In addition, Ms. Nolan was a Fellow in the Institute of Politics at Harvard's Kennedy School of Government (2001), and a presidentially appointed Member of the National Commission on Judicial Discipline and Removal (1993). She clerked for the Honorable Collins J. Seitz of the United States Court of Appeals for the Third Circuit.
Ms. Nolan received her B.A. from Scripps College and her law degree magna cum laude from Georgetown in 1980, where she was Editor in Chief of the Law Journal. Ms. Nolan is a member of the Board of Directors of the Lawyers’ Committee for Civil Rights Under Law, the Board of Directors of the Arthritis Foundation of the National Capital Area, and the Board of Advisors of the Harvard Law & Policy Review. She was selected for inclusion in Best Lawyers in America 2008 and Washington Super Lawyers 2008.

Charles K. Barber joined the staff as Senior Counsel in 1996, after serving as Deputy General Counsel at Howard University. Prior to Howard, Mr. Barber worked as an associate in the New York City firm of Debevoise & Plimpton. His initial employment from law school was as a law clerk for the Hon. Gabrielle K. McDonald of the U.S. District Court of the Southern District of Texas. Mr. Barber graduated magna cum laude from Howard University School of Law in 1979. He has been admitted upon examination to the state bars of Texas, New York, Maryland and the District of Columbia. He currently serves on the boards of D.C. Building Industry Association and Unity Healthcare, Inc.

Susan Kaplan joined the University in 1988 as Special Assistant to President Trachtenberg. She has served in various capacities since then, most recently as Associate Vice President for Human Resources. Prior to coming to the University, she practiced at the firm of Morgan Associates, Chartered, focusing on employment law. She is admitted to practice in the District of Columbia and before the U.S. Court of Appeals for the District of Columbia Circuit and the U.S. Supreme Court.

Mary Lynn Reed joined the staff as Associate General Counsel in July 2001. Prior to joining GW, Ms. Reed was a partner in the law firm of Jackson and Campbell, P.C., where she had practiced since 1986, and was former Co-Chair of the Health Law Practice group. In addition to litigating professional liability matters on behalf of hospitals and physicians, Ms. Reed devoted her practice primarily to counseling a broad spectrum of health care providers on a variety of matters, including, credentialing, physician staff privileges, medical staff bylaws, fraud and abuse, compliance, and regulatory matters. Ms. Reed is a graduate of Randolph-Macon College (B.A. 1980) and Georgetown University Law Center (J.D. 1984). She is admitted to the Bars in Washington, D.C., Maryland, Virginia, Florida and New York. Ms. Reed has served on the Steering Committee and been a member of the Health Law Section of the D.C. Bar , American Health Lawyers Association, D.C. Defense Lawyers Association, Defense Research Institute, and Women Bar Association, and is active in a variety of civic and professional organizations.

Ms. Schutjer joined the University in September, 1994 as a Staff Attorney in what was then known as the Office of Legal Matters. By January of 1996, the current OGC had been created and Ms. Schutjer was promoted to an Assistant General Counsel and then, in late 1998, to an Associate General Counsel. Prior to joining GW, Ms. Schutjer spent six years in private practice including three years with the Pittsburgh office of Kirkpatrick & Lockhart. She attended Temple University School of Law, graduating in May, 1989, magna cum laude. Prior to attending law school, she obtained first her Bachelor of Arts degree and then her Masters of Public Administration from Penn State. She is currently pursuing her L.L.M. at the George Washington University Law School. She holds state bar memberships from Delaware, Pennsylvania, Maryland and D.C.

Thomas B. Smith is an experienced litigator who joined the Office of the General Counsel in 2007. Mr. Smith began his legal career in 1987 in as a litigation associate with the law firm Wilmer, Cutler & Pickering. In 1991 he moved to the Washington, D.C. office of the law firm Ropes & Gray LLP, where he became a partner in 1997. Before entering private practice Mr. Smith served as a Court Law Clerk for the United States Court of Appeals for the District of Columbia Circuit. Mr. Smith has represented clients in a broad array of civil and criminal cases, before numerous courts and administrative agencies, and at both trial and appellate levels. He is admitted to practice before the United States Supreme Court, all federal and local courts in the District of Columbia, and numerous federal and state courts around the country.

Mr. Weitzner, Associate General Counsel since November, 1998, received his undergraduate and law degrees from GW, and upon graduation from law school, directed GW's first student judicial affairs office. Prior to his return to the University in 1998, Mr. Weitzner served as Assistant General Counsel at The Johns Hopkins University, and prior to that, as counsel for the Maryland public institutions of higher education, first as Assistant Attorney General then as Senior Counsel for Advice in the Educational Affairs Division of the Maryland Attorney General's Office. Mr. Weitzner is admitted to practice in the State of Maryland and the District of Columbia, and before the U.S. District Courts for the District of Maryland and the District of Columbia, the U.S. Courts of Appeals for the District of Columbia and the Fourth Circuit, and the U.S. Supreme Court.

Ms. O’Neill joined GW's Office of the VP and General Counsel in November 2002 as a Staff Attorney following several months with OGC as a consultant. Prior to joining GW, she worked for the Office of General Counsel of The Catholic University of America. She is admitted to practice in the State of Maryland and the District of Columbia. Prior to attending law school, Ms. O’Neill spent several years promoting child survival health programs in developing countries for the U.S. government, particularly in West Africa and Latin America, and has traveled extensively. She also worked at Georgetown University administering study abroad programs.

She joined the General Counsel's Office as a law clerk in May 2003 and transitioned into the two year Attorney Fellow position in February 2005. In January 2007, she became an Assistant General Counsel. Ms. Duffy graduated from the GWU law school May 2007 and returned to the OGC as an Attorney Fellow,after serving two years as a law clerk. She has been affiliated with the University for several years prior to law school; she served as Director of the Student Development Center and as Assistant Director of the University Career Services. Prior to moving to the area, Ms. Duffy worked for the University of Washington in Seattle as a Career Counselor and as Interim Director of Cooperative Education in the College of Engineering. Karen Greenwood joined the OGC after graduating law school in 2007. Prior to graduation, she served a summer associate position at the Lathrop & Gage law firm in Kansas City, MO, a position in the Legal Observer Program at the SEC in Washington, DC, and a summer judicial internship with The Honorable John Lungstrum at the US District Court in Kansas City. Prior to law school, Ms. Greenwood worked as a Client Solutions Group associate at Calamos Asset Management in Illinois. She was also a Finance Intern at Microsoft before spending the summer of 2001 as an intern for the Honorable Jean Carnahan in DC. She is
a member of the California bar and her application to the DC bar is currently pending.
Ms. Robinson came to the General Counsel's Office in June 1999 from the law firm Powell, Goldstein where she was the Manager of Professional Recruiting. Prior to that, she was Paralegal Manager at the General Counsel's Office of Howard University where she pursued a Master's degree in Business Administration. She earned her Bachelor's degree cum laude in Psychology from Whittier College. Her current responsibilities include preparing and administering the departmental budget and payroll, managing the operating expenses for the office, and recruiting, hiring and managing the support staff.
Before coming to The George Washington University in January 2003, Ms. Palmer provided administrative legal support for the General Counsel's Office at Howard University for 16 years. Prior to that, she served as Management Assistant at the NLRB for 15 years.
Before joining the Office of the Vice President General Counsel’s staff, Ms. Hamilton lived in Chapel Hill, NC where she graduated from the University of North Carolina in 2004. Following graduation she served as Business Manager for NC Prevention Partners, a non-profit organization. Ms. Hamilton currently provides support for Tom Smith, Linda Schutjer, and Mary Lynn Reed. She also maintains the VPGC Web site.
Ms. Phillips has been with the General Counsel's office since July 2005 when she began as a temp. She handles the front office, the phones, and appointment scheduling for the attorneys. She also provides administrative support to one full-time and two of our part-time attorneys. Ms. Phillips has an impressive background as a health care professional; she has served as the Office Manager for the private practice of a local M.D., as Contract Manager for Carefirst BlueCross BlueSheld, and as Director of Provider Relations at Capital Community Health Plan.

Lew Rumford joined the University as part of Executive Vice President and Treasurer’s office in 2001. His office is located within the General Counsel’s office, as he has worked closely with the General Counsel on a variety of projects. Before coming to GW, Lew Rumford was a partner in The JBG Companies where he worked for more than twenty years. He has also been actively involved with various non-profit organizations within the District of Columbia.

Mr. Grier has been affiliated with the Office of General Counsel on a part time basis in recent years, assisting with general matters of administration. He came to the office after long tenure as head of the National Association of College and University Attorneys during a period of enormous growth in the membership, services, and financial health of that organization. He was designated Executive Director and Chief Executive Officer Emeritus upon his retirement, the only person so honored by the Association. His prior experience includes service as the first University Counsel (general counsel) at the University of South Carolina, following periods as Assistant to the President of the University and as an Associate in the law firm of Haynsworth Perry Bryant Marion & Johnstone. Mr. Grier was an officer in the U.S. Army Intelligence Corps prior to entering law school. Mr. Grier is a retired member of the Bar in South carolina, and has been admitted to practice before the federal courts in that state, as well as the Fourth US Circuit Court of Appeals, the Federal Circuit Court of Appeals, and the United States Supreme Court.
