The proposed FY2013 budget cuts in NASA's planetary exploration are a source of unhappiness and controversy among many in the space science community. Such cuts are not unprecedented; in 1981, the Reagan administration proposed terminating the planetary program and making the Jet Propulsion Laboratory a resource for the U.S. intelligence community. In a forthcoming paper, Professor Emeritus John Logsdon traces the earlier "survival crisis" of the planetary program.
