Gangnam is not just a Korean pop song or a horse-riding dance, though it was made famous that way. The prosperity and progressiveness of Gangnam Gu (District) represented in the song was a result of unconventional politics. Located in Seoul, Gangnam Gu has run full-fledged e-democracy for over a decade successfully with its 500 thousands plus citizens. Sigur Center Visiting Scholar Chingyu Yao makes the case that the global imperatives of the changing relations between governments and the governed moved by technology leaves no nation behind, including Taiwan. Taiwan should embrace web 2.0 technology, build on the existing e-government service and move towards a more open and collaborative Gov 2.0, or possibly, e-democracy.
Chingyu Yao is Section Chief at the European Affairs Department, Ministry of Foreign Affairs in Taiwan. Previously, she worked as a specialist at the PR department of Legislative Yuan (equivalent of Parliament in Taiwan) after serving her overseas post in the Taipei Economic and Cultural Office in New York. She graduated from Columbia University with a Master of International Affairs in 2003.
