How and why rule-bound theory resembles and differs fromm traditional system theory and traditional social theory;
Applications in international economic and legal reforms;
Rule-bound theory as a theory of history;
Rule-bound theory as a political philosophy.
 

Biography

Paul Ballonoff, head of Ballonoff Consulting Services of Washington, DC. , works in the field of economic and legal reforms, especially as related to energy markets. He has testified in numerous US state and federal proceedings on rate and competition issues. His practice includes extensive work advising international agencies and governments on economic and legal reforms in South and South-east Asia. He is currently on-site manager of the project advising the electricity regulator of the first state in India to privatize its utility and create more open energy markets. He holds a BA in economics from UCLA, a PhD in social anthropology from UCLA, a JD from Northwestern California School of Law and is a member of the State Bar of California and the Federal Energy Bar Association. The CATO Institute will publish his book on "Energy Policy Reconsidered" in the fall of 1997.
