Abstract
A model of a new class of organizational systems possessing greater fitness and a larger horizon for decision making is proposed. This horizon should be matched to the life cycles of local groups and connected with their economic interests. A new paradigm has been developed for integration of organizational systems and information technologies into a unified system. The components will not be devices, which can be used or not used depending on the desire of an individual, but will be an institutionalised element of an organization, which will be a necessary part of decision-making, connected with management by designated variables. The model is based on fundamental knowledge about the behavior of individuals and groups, about decision-making, and about the generation of organizational structures.
