Purpose and Context

Assumptions >>

The effectiveness of this manual rests upon a set of assumptions. The validity of these assumptions is directly proportionate to the manual’s potential benefit to the university. These assumptions include:

  • That those reviewing parts of this manual will be thorough in their critique considering content, completeness, and anticipated effectiveness of its implementation;
  • That items identified for action will be conscientiously pursued to completion;
  • That essential elements of information will be made clear to those who will need to act or react based upon knowledge of those elements;
  • That “designated personnel” will be able to fulfill their responsibilities;
  • That sufficient communications will survive the incident to permit the Response Management or Leadership Groups to direct and manage the response and initial restoration phases;
  • That the identification of our readiness to sustain or restore our critical functions is conducted conscientiously and with exceptional candor;
  • That sufficient personnel and material resources survive an incident to place these procedures in effect;
  • That this planning effort will eventually be understood to be far more important that the plan itself.
