About Annex B

Annex B contains local continuity of operations plans (COOP) for various elements of The George Washington University. The purpose of COOP planning is to establish priorities and procedures to sustain and restore operations that might be disrupted during an incident.  Planning is specific to each department and coincides with the policies and procedures of the university.  Continuity plans are functional in nature and should include all of the offices or locations that support critical functions of the department.  The basic organization of a departmental COOP addresses:

  • Critical Functions
  • Required Resources
  • Dependencies & Interdependencies
  • Alternatives & Redundancies
  • Recovery & Restoration
  • Assumptions
  • Communications
  • Financial Considerations
  • Implementation
Continuity plans prioritize essential operations and serve to minimize the disruption caused by an incident by providing alternate methods and locations of operations during a disruption.  Continuity plans should be explicit enough so that even those external to the department may understand, sustain, and implement restoration of the department’s key functions. 

When building a continuity of operations plan, attempt to address these broad questions:

  • Have you established the department’s priorities and identified the University priority of “people first”?
  • Is authority and responsibility specifically addressed?
  • Who will activate the plan, and how will they do this?

Annex B is located in the password secure portion of the Incident Manual so that only approved members of the GW community have access to these plans.  Any personal contact information for individuals is excluded from the online version of the plan to maintain privacy.  The Office of Emergency Management maintains current, complete versions of all submitted continuity of operations plans.
