Lindamarie Koengeter is a career member of the U.S. Senior Foreign Service, rank of Minister Counselor.  She is currently representing the Department of State in George Washington University’s Department of Organizational Sciences and Communication as a Visiting Associate Professor.  Dr. Koengeter was Coordinator for Transition Strategy in the Joint Strategic Planning and Assessments Office, U.S. Embassy Baghdad, 2008-2009, and Senior Advisor to the Multi-national Force Iraq (MNF-I) Strategic Effects Division, 2007-2008.  Her immediate prior appointments were as Department of State Chair at the Marine Corps War College and Senior Advisor to the President of the Marine Corps University, and Director for Public Diplomacy and Public Affairs in the State Department Bureau of African Affairs, with direction and oversight of public diplomacy in 48 embassies in sub-Saharan Africa.

Dr. Koengeter has served in embassies in Brazil (twice), Jamaica, China, Colombia, Austria, and Iraq.  As Caribbean Desk Officer, she was responsible for Venezuela, the Caribbean, Suriname, and Guyana.  While Public Affairs Counselor in Colombia, she was part of the team that eliminated infamous drug lord Pablo Escobar and captured the Medellin Cartel Oruela brothers.  She worked on global trade issues in the White House Office of the U.S. Trade Representative under President George H.W. Bush.  Trade issues were also prominent in her service in Sao Paulo Brazil as Senior Public Affairs Officer. 

Dr. Koengeter’s areas of expertise are U.S. foreign policy and strategy, globalization, cross-cultural and strategic communications, whole of government theory, and civil-military relations.  Before joining the U.S. diplomatic service she taught at Harvard University, Dartmouth College, and the University of Hawaii.  She holds an M.A. and Ph.D. from Harvard University, an M.A. from the University of California at Santa Barbara, and a B.A. summa cum laude Phi Beta Kappa from the University of North Dakota.  She has received several Superior Honor, Meritorious Honor, and Senior Performance Awards.  The Marine Corps University presented her the Elihu Rose Award as best War College faculty member.  She resides in Washington, DC, and has an 18 year old daughter, Alessandra.
