He debuted as a speechwriter in the Eisenhower White House and has participated in every presidential transition for almost a half century. Hess is the author of Organizing the Presidency and The Little Book of Campaign Etiquette and co-authored Drawn & Quartered: The History of American Political Cartoons with Sandy Northrop.
