Philip Joyce
Associate Professor of Public Administration
Professor Joyce’s teaching and research interests include public budgeting, public performance, intergovernmental relations, and federal budgeting.  He is the coauthor of two recent books: Public Performance: Why Management Matters and Public BudgetingSystems, and has published more than 20 journal articles and book chapters.  He has taught in M.P.A. programs at the University of Kentucky and at the Maxwell School at Syracuse University.  Professor Joyce also has 12 years of public sector work experience, including four years with the Illinois Bureau of the Budget and five years with the United States Congressional Budget Office.

In addition to federal budget, Professor Joyce is an expert on state governments. His is currently one of the principle researchers on the Government Performance Project, which recently released management grades for the 50 state governments. The project, funded by The Pew Charitable Trusts, is an ongoing collaboration between Governing Magazine and partners at five universities, including GW.
