The George Washington University Institute for Crisis, Disaster and Risk Management (ICDRM) is proud to announce the Third Homeland Security, Emergency and Risk Management Forum of the 2008 - 2009 academic year on Thursday, November 20, 2008.

Forum Description:

As the federal government transitions to a new Presidential administration, it is imperative that the past two decades’ experience with emergency management and homeland security be examined at both the strategic and tactical levels. Policy change is required to clarify the current tangled state of readiness for emergencies and disasters in the U.S.
Future policy must address clarification of roles at the federal, state and local levels, delineation of authority to match responsibility and re-emphasis on respect for federalism. Because of the inherent differences between the doctrine and practices of homeland security and emergency management, addressing their relationship and interface should be the starting point for this analysis.  The future relationship between ‘homeland security’ and ‘emergency management’ will therefore be the focus for the November 20, 2008 GWU ICDRM Forum..
