The George Washington University Institute for Crisis, Disaster and Risk Management (ICDRM) is proud to announce the fifth Homeland Security, Emergency and Risk Management Forum of the 2005 - 2006 academic year on Thursday, February 23, 2006. We are also proud to announce that for the sixth consecutive year, Science Applications International Corporation (SAIC), is providing financial support for the forum series.

Presentation Description:

There are far more knowledge gaps than funding resources to fully address protection of the US critical infrastructure. In the process of pulling together the 2004 and 2005 National Critical Infrastructure Protection R&D Plans, three strategic goals have been established, along with key R&D activities that need to occur to accomplish these goals. Dr. Hynes will summarize the findings from the 2005 Plan and discuss specific activities underway in the Science and Technology Directorate relevant to critical infrastructure protection.

Brief Bio:

Dr. Hynes serves as the US Army Engineer Liaison Officer to DHS, as part of the Corps’ strategic plan to establish strong partnerships across Federal agencies. At DHS, Dr. Hynes is the Deputy for the CIP R&D Portfolio. Since May 2004, Dr. Hynes organized the efforts to develop the first ever National CIP R&D Plan, mandated by Homeland Security Presidential Directive–7, to be developed annually, starting in 2004, through the auspices of the White House Office of Science and Technology Policy. The NCIP R&D plan identifies strategic goals needed to protect all critical infrastructure sectors, the future operating capabilities to be developed, and the R&D tasks needed to achieve these goals.

Dr. Hynes is now engaged in efforts to finish the 2005 Plan and develop the 2006 Plan. Within the CIP Portfolio, she monitors and coordinates portfolio activities such as the University of KY CIP consortium and the University of Southern California Center of Expertise for Economics and Risk Analysis, further development of the CIP Decision Support System by the DOE National Labs, and development of strategic plans and R&D solutions for requirements established by the DHS agencies and critical infrastructure sectors. Dr. Hynes has earned a B.S. and M.S. in Civil Engineering at MIT and a Ph.D. in Civil Engineering at the Univ. of California, Berkeley.
