The George Washington University Institute for Crisis, Disaster and Risk Management (ICDRM) is proud to announce the second Homeland Security, Emergency and Risk Management Forum of the 2005 - 2006 academic year on Tuesday, January 24, 2006. We are also proud to announce that for the sixth consecutive year, Science Applications International Corporation (SAIC), is providing financial support for the forum series.

Presentation Description:

The FORUM will focus on clarification of misconceptions that individuals have concerning what authorities FEMA has under a disaster declaration under the Robert T. Stafford Act, to dispel myth vs. reality, what FEMA can and cannot do.

The FORUM will then proceed to address the positive aspects of FEMA response to Hurricane Katrina. The program will cover a retrospective view of what FEMA was able to do pre- and post-landfall in response to the hurricane based upon the first hand account of the Federal Coordinating Officer (FCO) assigned to the State of Louisiana. The total spectrum of support provided to all of the States impacted by Hurricane Katrina will also be addressed.

Brief Bio:

Prior to joining FEMA in 1999, Mr. William Lokey served in a number of positions including: On site operational and logistic support to the U.S. Antarctic Program; Assistant Director of Operations Washington State Department of Emergency Management; Director of Emergency Management for Pierce County, Washington; Member of FEMA’s National Urban Search and Rescue Advisory Committee; and Assistant Chief for Special Operations for the California Governor’s Office of Emergency Services.

Since beginning his work with FEMA in April 1999, he has worked on a variety of assignments, including two weeks at “Ground Zero” at the World Trade Center in New York as part of FEMA’s Forward Coordinating Team. He has served as FCO for 18 Presidential declared disasters in New Hampshire, Alaska, Idaho, Washington, Indiana, Missouri, American Samoa, Maryland, Guam, Oregon and Saipan. In April 2005, Bill became the Operations Branch Chief in the Response Division at FEMA headquarters in Washington DC.
