Assistant Professorial Lecturer - Entitlements Policy, Congressional Ethics (PSC 224)
Corporate Vice President, New York Life Insurance Company - Office of Government Affairs
Doug is Corporate Vice President in the Office of Government Affairs for New York Life Insurance Company. His areas of responsibility include tax treatment of life insurance products and the taxation of life insurance companies. He works with members of Congress, their respective staff persons, administration officials and other policymakers to articulate New York Life’s point of view on tax policy proposals affecting the company. He represents New York Life before various trade associations like the American Council of Life Insurers (ACLI) and other business groups.
Doug’s private sector career began as Director of Tax Policy for EDS, a global IT services company. In that capacity he was responsible for representing EDS tax policy interests before the U.S. Congress and federal agencies. He interacted with congressional leaders, staff and administration officials in an effort to articulate the EDS mission and shape public policy. In addition to tax policy, he was charged with representing EDS on pension and retirement issues.
Doug has eight years of Capitol Hill experience. Doug was Legislative Director for former Congresswoman Nancy L. Johnson from Connecticut, a senior member of the House Ways and Means Committee, where he was her principal advisor on tax and economic policy, retirement issues, and trade policy. He came to Nancy’s office from the office of former Congresswoman Jennifer Dunn where he advised her in a similar capacity. Before he worked on Capitol Hill, he was the Director of Tax and Fiscal Policy for the American Legislative Exchange Council (ALEC), a bi-partisan national association of state legislators. In that role he provided public policy briefings for state legislators and testified before state legislative committees on tax matters.
Doug is an assistant professorial lecturer at the George Washington University where he teaches graduate courses on entitlement policy and congressional ethics. He is the author of The Campaign Continues: How Political Consultants and Campaign Tactics Affect Public Policy. A Connecticut native, Doug received his B.A. in history from the University of Connecticut, an M.A. in legislative affairs from the George Washington University, and a Ph.D. in political science from the University of Massachusetts-Amherst. He and his wife and two sons live in Arlington, Virginia.
