Associate Professorial Lecturer - Congress and Institutional Change in the Legislative Affairs (PSC 224)
Robert S. Foust (MA, Lehigh University; BA, Upsala College), currently Associate Professorial Lecturer in Legislative Affairs (or Adjunct Professor) in the Graduate School of Political Management at The George Washington University. Prior to joining the faculty at GSPM, Robert was appointed to serve in the United States Senate as Senior Policy Advisor to U.S .Senator Kent Conrad (D-ND) between 1991 and 2005 and as Legislative Assistant and Energy Advisor to U.S. Senator Claiborne Pell (D-RI) between 1970 and 1989. During his 34 year career in the U.S. Senate, Robert played a principle role in a number of key legislative areas including foreign affairs, energy, disaster relief, veterans, education, media violence, and ethics matters. Several specific accomplishments include Congressional enactment of V-Chip and TV parental advisories; enactment of the No Child Left Behind Act specifically, the Rural Education Achievement Program; and enactment of the Institutional Conservation Program of 1978 which provided more than $1 billion between 1978-1995 to assist schools and libraries with energy conservation. Robert also initiated a major humanitarian relief effort in 2002 with CARE and Deutsche Post to assist thousands of widows and orphans in Afghanistan. Currently, Robert teaches the course Congress and Institutional Change in the Legislative Affairs Program in the GSPM.
