Dr. Weil has thirty years of experience in analyzing and evaluating the financial performance, funding needs and investment plans of public as well as private companies.

From January 1996 until December of 2001 Dr. Weil was the senior member of the technology group at Friedman, Billings, Ramsey & Company, (FBR), investment banking/brokerage firm located in Arlington, VA. He focused on the internet and internet-related sectors--access, portals, content, e-commerce, security--selected hardware/software companies (e.g. AOL, Peoplesoft, Apple, Microsoft) and IT service providers. Given FBR's focus on IPOs as well as secondaries and venture capital (private placements) Dr.Weil spent a good portion of his time with the corporate finance people: proposal reviews, due diligence, fairness opinions, structuring deals--both private or public, and on marketing.

From 1986 to 1996, as an independent consultant, Dr. Weil advised several prominent computer companies on financial, strategic and business related issues, including formulation of business plans, especially the financial underpinnings, and implementation plans.

From 1973 to 1985 Dr. Weil was a Principal at Morgan Stanley & Co., New York City. He served in two capacities:

  • As the firm's senior computer analyst in the investment research department
  • As the technology representative on Morgan Stanley's investment banking teams working on the funding needs of the firm's IT clientele.

During 1979-1985 Dr. Weil ranked second or third on Institutional Investor Magazine's All Star team.

Prior to 1971 he worked for IBM--in marketing and financial planning. These responsibilities took him around the world with multi-year assignments in the Philippines and Japan.

Dr. Weil earned a Ph.D in Economics from the University of California with a major in finance.
