Knox's 1790 report
on the militia, which insisted on the importance of a strong defense to the survival of
a republic and advocated universal military training, outlined in detail how the militia
would be organized and trained. Here, in selected pages from this report, he expounds on
some of the philosophy behind the creation of a uniform militia and suggests federal policy
for the summer training camps.
