Background:
The central focus of Dr. Balla's research is the structure and process of policy making in the federal bureaucracy of the United States. He is specifically interested in the ways in which citizens,organized interests, and members of Congress seek to influence agency decisions. His research also examines the making of health policy and the effects of these policies on the health care industry.
Dr. Balla's recent publications include "Administrative Procedures and Political Control of the Bureaucracy" (American Political Science Review), "Interest Groups, Advisory Committees, and Congressional Control of the Bureaucracy" (American Journal of Political Science), "Markets, Governments, and HMO Development in the 1990s" (Journal of Health Politics, Policy and Law), "Legislative Organization and Congressional Review of Agency Regulations" (Journal of Law, Economics, and Organization), and "Interstate Professional Associations and the Diffusion of Policy Innovations" (American Politics Quarterly). He is also the author of Bureaucracy and Democracy: Accountability and Performance (CQ Press 2008). His current research focuses on the way in which agencies make decisions regarding their means of consulting with outside parties when developing policy.
