Oversees programs that help individuals with physical or
mental disabilities to obtain employment through the provision of such
supports as counseling, medical and psychological services, job training,
and other individualized services. RSA's major
formula grant program provides funds to state vocational rehabilitation
agencies to provide employment-related services for individuals with
disabilities, giving priority to individuals who are severely
disabled.

The Office of Special Education and Rehabilitative Services
(OSERS) supports programs that assist in educating children with special
needs, provides for the rehabilitation of youth and adults with

program-related components: the Office of Special Education Programs
(OSEP); the Rehabilitation Services Administration (RSA); and the National

Office of Special Education Programs (OSEP)

primary responsibility for administering programs and projects relating to
the free appropriate public education of all children, youth and adults
with disabilities, from birth through age 21. The bulk of special education
funds is administered by OSEP's
Division of Assistance to States, which provides grants to states and

education to all children with disabilities.
