Program for Excellence in Municipal Management (PEMM)

The Program for Excellence in Municipal Management (PEMM) is an intensive program for mid-level and senior managers in the District of Columbia government. DC government managers in grades 13 and above who have worked for the city for at least a year are eligible to apply for the program. Applications are handled by the DC Center for Workforce Development, in the DC Office of Personnel.
