For management, the problem of structuring the world situation emerges from policy formulation. We know what we want to do; how do we organize the system to do it? Once the system is organized or structured, we know how to endow it with the facility for implicit self-control. The basic answer of cybernetics to the question of how the system should be organized is that it ought to organize itself. (DC 274, 346)
