Dean at the DNC's winter meeting in Washington, DC
Gov. Howard Dean spoke to the College Democrats of America National Convention in Washington, DC on Jan. 18, 2002.  Dean said progress on issues such as health care is achieved "a little bit at a time."  "We don't have to have a big government program," he said; progress comes "if you pay attention to the bottom line and you believe in social justice."  Students responded most enthusiastically when Dean spoke about civil unions.  "We're not all the same; we have to respect each other for who we are," he said.
