Abstract
Eleanor Lansing Dulles (1895-1996) was an economist, teacher, author, and employee of the United States Government. She was a member of a prominent diplomatic family in the United States, and spent the majority of her career in government service. She worked for the United States Social Security Board during the Great Depression and the United States Department of State during World War II and the Cold War. Often referred to as the “Mother of Berlin,” Dulles worked tirelessly for the economic recovery of the German city following World War II. In addition to more than 30 years of work for the U.S. government, Dulles taught at Simmons College, Bryn Mawr College, the University of Pennsylvania, Duke University, and Georgetown University. She was also the author of more than a dozen published works on economics and foreign relations. Dulles’ papers contain correspondence, memoranda, reports, writings and publications, research material, notes and notebooks, clippings, photographs, photographic negatives, slides, postcards, a photograph album, a guestbook, an autograph book, a scrapbook, appointment books, address books, business cards, directories, awards and certificates, diplomas, invitations, itineraries, programs, brochures, pamphlets, oral history transcriptions, speeches, and memorabilia. They document her personal life, as well as her career in both the public and private sector. The collection dates from 1867 to 1993, with the bulk of the material dating between 1935 and 1990.

Biographical/Historical note

Eleanor Lansing Dulles, (b. June 1, 1895, d. Oct. 30, 1996), was a member of a powerful diplomatic family. Her grandfather, John Watson Foster, served as Secretary of State under President Benjamin Harrison. Her uncle, Robert Lansing, was Secretary of State under President Woodrow Wilson. Her eldest brother, John Foster Dulles, was Secretary of State under President Dwight D. Eisenhower, and another brother, Allen Welsh Dulles, served as Director of the Central Intelligence Agency during the Eisenhower and Kennedy administrations. In her memoir, Eleanor Lansing Dulles: Chances of a Lifetime (Prentice-Hall, 1980), Eleanor describes her family as a pride of lions – a closely-knit clan that produced strong, driven, and fiercely independent personalities.

Eleanor was no exception. Her background in economics and her familiarity with European affairs enabled her to fill many important positions in an era when women were generally not chosen to serve at high levels of Government. She worked for relief agencies in France during World War I. She entered Government service in 1936 as director of financial research for the Social Security Board, and helped to organize President Franklin D. Roosevelt's new Social Security System. In 1942 she moved on to the State Department, and played a major role in postwar-planning for Germany, Austria, France, and Belgium. Eleanor was often on the front lines of economic recovery in Germany and Austria, and was a member of the American delegation to the Bretton Woods international monetary conference in New Hampshire in 1944. Serving as the head of the State Department's Berlin desk during the days of the Berlin Airlift and the Cold War, she became known as the “Mother of Berlin,” helping to revitalize the war-worn city and establishing the basis for modern U.S.-German relations. She travelled extensively throughout Europe, Africa, Latin American, and Asia for her work for the U.S. Department of State, the Center for Strategic Studies at Georgetown University, Youth for Understanding, and for her own independent research. In addition to her work for the United States Government, Eleanor was a teacher, a scholar, and a prolific author, penning more than a dozen published works.

1909 Watches inaugural parade of President Taft. Goes to Paris with father on the S.S. Rotterdam. Joins family in Europe.

1911 Attends Auburn Academic High School.

1914 World War I begins.

1947 Travels to Berlin to confer with John Foster Dulles on his way to Moscow negotiations on treaties for Germany and Austria with Mark Clark and Secretary Marshall. U.S. Treaty Commission comes to Vienna to negotiate. Soviets hold Eleanor for interrogation in Baden, Austria. Travels to Trieste for visit – head of mission, Robert and Jane Joyce.

1948 Travels to Bratislava, Czechoslovakia, visits Consul Claiborne Pell. Communist takeover of Prague government. Marshall Plan. Returns to Washington. Reports to Department of State.

1949 Assigned to German Austrian Division of Department of State. Buys Six Town Point Island in Lake Ontario from John Foster Dulles.

1950 Awarded Honorary Doctor of Laws from Wilson College, Chambersburg, Pennsylvania.

Scope and Contents note

The Papers of Eleanor Lansing Dulles consist of materials that document Dulles's personal life, and document her career in both the public and private sector. The collection dates from 1867 to 1993, with the bulk of the material dating between 1935 and 1990. It includes correspondence, memoranda, reports, writings and publications, research material, notes and notebooks, clippings, photographs, photographic negatives, slides, postcards, a photograph album, a guestbook, an autograph book, a scrapbook, appointment books, address books, business cards, directories, awards and certificates, diplomas, invitations, itineraries, programs, brochures, pamphlets, oral history transcriptions, speeches, and memorabilia.

Dulles's papers document the evolution of her career as an economist, writer, teacher, and member of the U.S. Foreign Service. The collection contains information pertaining to her work for the United States Social Security Board and for the United States Department of State during critical moments of the Great Depression, World War II, and the Cold War. Of particular interest are materials concerning her work for the economic recovery of Austria and Germany following World War II, and her work for Berlin throughout the Cold War. The collection also provides insight into her personal life, including family, travel, and involvement in cultural and social organizations. Prominent correspondents include John Foster Dulles, Allen Welsh Dulles, Willy Brandt, Konrad Adenauer, Hans-Dietrich Genscher, Richard von Weizsäcker, Richard Nixon, and Dwight D. Eisenhower.

Scope and Contents note

Series 1 is comprised of appointment books and address books, business and calling cards, clippings, invitations and programs, directories, guestbooks, correspondence, photographs, slides, photographic negatives, postcards, oral history transcriptions, diplomas, memorabilia, and other documents pertaining to Eleanor Lansing Dulles’ personal life. They range in date from 1904 to 1993, with the majority of the material dating between 1936 and 1990.

The appointment books are fragmentary in nature, and contain brief notes of scheduled engagements, names, thoughts, and observations.

Examples of Dulles’ personal calling cards and stationary, as well as business cards and calling cards received by Dulles, are included in this series.

Other material pertaining to Dulles’ personal contacts has been grouped together in this series. Dulles recorded the names of her contacts in traditional address books, small notebooks, a card file, and a typed directory. Dulles kept material related to a former student and protégée, Honoré Marcel Catudal, Jr., grouped together, and this original arrangement has been retained by the archivist.

Material related to her involvement in clubs and organizations outside of her work falls under this series, including international-relations and economic organizations, Foreign Service clubs, the Cosmopolitan Club, and Youth for Understanding. Such material consists mainly of membership directories and by-laws of the organizations.

Biographical data and newspaper clippings about Eleanor Lansing Dulles’ life and accomplishments are also found in this series, as are transcriptions of oral history interviews conducted with Eleanor Lansing Dulles about her life at Columbia University in New York between 1963 and 1978.

Personal correspondence falls under this series. General personal correspondence has been arranged chronologically, with undated correspondence grouped at the end of the second folder. Dulles kept some correspondence grouped together according to sender or topic. This correspondence pertains mainly to her children, David and Ann, and to her husband, philologist David S. Blondheim. This arrangement has been retained by the archivist, and letters within these original groupings have been arranged chronologically. A personal file of her brother, Allen Dulles, is included here, because it consists mainly of correspondence between the siblings.

A small amount of material pertaining to Eleanor Lansing Dulles’ education at Wykeham Rise School, Bryn Mawr, and Radcliffe is included in this series.

Dulles’ will and that of her husband are contained in Series 1, as well as correspondence, maps, and notes related to her homes and estate.

Images of Dulles and of her immediate family, friends, home, and personal travel are found in Series 1. Photographs, photographic negatives, and slides are included and date between 1918 and 1989, with the bulk of the images dating between 1923 and 1985. The photographs and negatives are predominately of her children, David and Ann, but also include images of her husband, David S. Blondheim, her parents, and her siblings. The slides were taken mainly at her homes in Washington, DC, Virginia, and Henderson Harbor in New York in the 1950s. A turn-of-the-twentieth-century guestbook/photo album from the Dulles family home, Linden Lodge, in New York is found in this series, and contains candid photographs and signatures of important members of the Dulles family, including Robert Lansing, John Foster Dulles, and Allen Welsh Dulles.

Eleanor Lansing Dulles collected many postcards throughout her world travels, and these postcards are arranged alphabetically by destination in Series 1. Of particular note are postcards collected by Dulles in France immediately following World War I. These depict ruined buildings in Reims and Verdun.

Miscellaneous memorabilia collected by Dulles and found among her papers are included in this series. Scope and Contents note

This series contains material related to Eleanor Lansing Dulles’ published and unpublished work from conception to production to promotion. Material in this series is limited to writing and research conducted independently by Eleanor, and not for an employer. It ranges in date from 1917 to 1990, with the bulk of the material dating between 1968 and 1985. Included in this series are research materials such as clippings, articles, and reports; notes and notebooks; manuscripts; correspondence; page proofs; promotional material; and published articles and pamphlets by Eleanor Lansing Dulles. The correspondence in this series relates primarily to the publication of Dulles’ work, including acceptance and rejection letters from publishers. Scope and Contents note

Series 4 is comprised of material pertaining to Eleanor Lansing Dulles’ employment. The series includes correspondence, clippings, reports, publications, brochures, photographs and photographic negatives, scrapbooks, and souvenirs. The material in this series is related to Dulles’ work for the American Friends Service during World War I, her economic work for Herbert Hoover in London, for the United States Social Security Board, for the United States Department of State (including the Board for Economic Warfare and Division on Postwar Planning, the German Austrian Division, the Office of German Affairs, the Office of Intelligence and Research, and later consulting work), for Duke University, for the Center for Strategic [and International] Studies at Georgetown University, and the for the Hoover Institution at Stanford University. Documents in Series 3 date between 1919 and 1978, with the majority dating between 1937 and 1978.

Of particular note are photographs and negatives taken by Eleanor Lansing Dulles circa 1947-1948 depicting scenes in Allied-occupied Austria. The photographs were taken during Eleanor’s work as a financial attaché for the United States government, and show Austrian street scenes and people, border check-points, and soldiers. (Box 21, Folders 1-3).

This series also contains a scrapbook presented to Eleanor during her work for the German Office between 1955 and 1956 containing photographs and hand-painted maps pertaining to a Catholic youth program “Ferienaktion” at Burg Feuerstein in Bavaria. The photographs include images of a youth rally, a camp, dining and recreation facilities, and people flying an airplane named “Ferienaktion.” (Box 21, Folder 7).

Materials documenting the building of Congress Hall (now known as Haus der Kulturen der Welt) in Berlin are found within this series. Eleanor Lansing Dulles played a prominent role in building this important cultural center for the city. At the time that it was built, the building was often referred to as “Frau Dulles’ Hut.”

Also of note are an itinerary, photographs, and map received by Eleanor Lansing Dulles as an employee of the Office of Intelligence and Research during a trip with Radio Free Europe in 1960 to the 11th Armored Calvary base in Munich, Germany. The materials provide an interesting picture of border operations in Germany during the Cold War. (Box 22, Folder 2).

Scope and Contents note

Series 6 is comprised of material related to the history and legacy of the Dulles family. Materials include genealogical information about the Dulles family, photographs, clippings, correspondence and memoranda, an autograph album, manuscripts, publications, programs, brochures, and an interview transcription. The materials date between 1867 and 1991, with the majority of the material dating between 1935 and 1990. Documents in this series were created by, or are about, individual members of the family including Allen Macy Dulles, Allen Welsh Dulles, Avery Dulles, Edith Foster Dulles, Janet Foster Dulles, John Foster Dulles, John W. Foster, and Robert Lansing. The series also contains material pertaining to the legacy of members of the Dulles family, including criticism of biographies of the Dulles family, and information about the establishment of the John Foster Dulles Program for the Study of Leadership in Foreign Affairs at Princeton University, and the John Foster and Janet Dulles Rooms at the University of Texas, Austin.

Of particular note is a memoir written by Eleanor Lansing Dulles’ mother, Edith Foster Dulles, for Eleanor’s daughter, Ann, in 1939. The memoir is about Edith Foster Dulles’ childhood experiences living in Mexico from 1873 to 1880, while her father, John W. Foster, served as the United States Minister to Mexico.
