Stone University Hospital The Medical Center San Francisco, California Dear Dr. Stone: Subject: Declassification of Biological and Medical Papers Thank you very kindly for your letter of July 31, 1947. We welcome constructive comments and criticisms from men, such as yourself, who have been closely connected with the Atomic Energy Project. Your letter caused me no little concern, and I took immediate steps to learn the full facts of the case. We are withholding declassification of the papers referred to in the letter to Dr. Young because they involve experimentation on human subjects where the material was not given for therapeutic reasons. The letter to Dr. Young emanated from the Declassification Office at Oak Ridge a=rather than from the Washington Office of the Atomic Energy Commission and was signed by C.L. Marshall, Deputy Declassification Officer. At their meetings on June 16 and 19, 1947, the Medical Board of Review considered the question of human experimentation with radioactive material lacking therapeutic value. However, they decided to postpone a definite opinion in the matter until a later date. It was the recommendation of the Board that all Project reports on human experimentation, except where the experimenter is the subject, be withheld from declassification until the question of medical and legal policy for the Commission can be determined. I am sure you appreciate the questions of medical ethics and legal rights that are involved. Clinical and biological reports that are based on studies involving personnel that have had incidental exposure to materials during their work on the Project are not included in the foregoing and are being declassified. 1 I hope that I have been able to clarify the matter for you.
