Overview
The George Washington
University Aviation Institute has developed this program with the
participation of the George
Mason University. The program is funded by the U.S. Federal Aviation Administration. The
program is built on the critical safety and security elements of
oversight needed for full and successful compliance with the standards
of the International Convention on Civil Aviation. Since 2002, the
consortium has conducted thirteen Summits in Washington D.C. and one
regional Summit in Costa Rica in addiction to Conferences in Turkey and
South Africa. In 2004, two Summits are scheduled in Washington, D.C.
along with three Regional Summits. The Summits provide critical insight
and perspective for senior government executives into the requirements
and obligations of the International Convention on Civil Aviation [ICAO]. The choice of the word "Summit"
is to symbolize the intent of these meetings to facilitate an open
exchange of views and information at the highest levels of government."
Summits in Washington DC are intended to bring a selected group of
countries together for discussions with US Government officials and
each other. The Regional Summits provide an opportunity for a larger
group of countries to discuss regional issues and to confer with US
officials. Those invited to these Summits have the unique position and
responsibility to shape the future of aviation at the highest political
and policy levels of their respective governments. These Summits are
not intended to provide in-depth technical knowledge; they are designed
to offer the GW Consortium as a resource, provide an opportunity to
exchange views, and to focus on the oversight roles under International Civil Aviation Organization
(ICAO) obligations in the changing world of aviation safety and
security.
Objectives
The objective of this program is to
create a conducive and constructive environment, and to provide the
resources and materials necessary for discussion of the roles of ICAO
member States. It is hoped that this Summit will lead to:
Raise the level of global aviation
safety and security through commitment at the policymaking level.
Strengthen advocacy by Ministers and Directors General for aviation
safety and security. Identify the human and financial resources needed
to meet ICAO obligations for aviation safety and security oversight.
Exchange views on development of regional cooperation plans, and
maintaining conformance with ICAO obligations.
Program
Summary
The five-day program has been
designed to provide a forum for high-level discussions and review of
ICAO conventions and obligations during the first day. The first day of
the program is intended for the ministers to lead the discussion. A
number of interactive presentations, workshops and panel discussions
have been developed for the rest of the program. The program
participants will benefit from the Consortium team, whose members will
contribute a wealth of academic, government, and industry experience.
In addition, leaders from industry and government will participate,
coordinate discussion sessions and offer presentations.
