Summit Program Description

Welcome Reception

Day One

Opening Ceremony:The Summit officially begins with an opening address by FAA administrator.Discussion Topics include:

  • Economic benefits of aviation safety and security
  • The role and obligation of signatories to the Convention on International Civil Aviation
  • The critical elements of effective safety and security oversight systems
  • Budgetary resources needed to implement ICAO obligations
  • Models of successful compliance strategies with the ICAO obligations
Luncheon Speaker: High-level government official

Day Two

Discussion Topics include:

  • Resource implications of complying with ICAO safety and security requirements
  • Challenges confronting Annex 17 compliance
  • The standards for national aviation legislation
  • Varying obligations of States based upon assumption of roles and responsibilities
  • Guidance regarding Civil Aviation Authority structure and safety oversight functions
Luncheon Speaker: US Secretary of Transportation; Group PhotoWorkshop on Challenges, Issues and Successes / Dinner

Day Three

Discussion Topics include:

  • Awareness of CAA development and provision for appropriate technical guidance to the technical personnel
  • Requirements for establishment and implementation of a licensing and certification system
  • The importance of an effective and continuing surveillance system to ensure continuous compliance with ICAO Standards

Day Four

Discussion Topics include:

  • Resolution of safety issues in the aviation safety oversight processes
  • Application of the eight critical elements of a safety oversight system
  • Discussion of critical Annex 17 security standards and the application of the ICAO Security Manual
  • Strategies to ensure compliance with Annex 17 security Standards and Recommended Practices
Workshop on Challenges, Issues and Successes / Dinner

Day Five

Discussion Topics include:

  • Strategies for the acquisition and use of technical expertise and technical resources in areas of safety and security including dangerous goods
  • The current status of international aviation security, including proposed changes to ICAO Annex 17
Closing Ceremony:The Summit concludes with presentation of plaques and discussion of next steps. US government officials from FAA, Department of Transportation and Department of State will attend this event.Continental breakfast and lunch will be provided at the Summit location every day.
