Setting the Primary Date
State Democratic Party Chairman Terry Lierman sought to move the primary from the first Tuesday in March to the second Tuesday in February (March 4 to February 12) in presidential election years, when it would coincide with the primary in neighboring Virginia.  He had the support of Gov. Martin O'Malley and Senate President Mike Miller.  HB 1434/SB 1025, introduced on March 9, 2007, passed both chambers of the legislature on April 2, and was signed by Gov. O'Malley on April 24.
