(The RNC is a confederation
of state parties. Power flows from the local level up to the national
level. The RNC is governed by the rules adopted at the last convention.
In contract, the DNC often changes its rules between conventions.
In a sense, the RNC's lack of flexibility in changing its rules forces
it to look to the future rather than adjusting to the tides of the moment).
