Physics professor at Worcester Polytechnic Institute; he joined WPI in 1985; his primary research area is complex fluids.  Libertarian nominee for Congress in 1998 against Rep. Jim McGovern and for U.S. Senate in 1996.  According to his autobiographical sketch Phillies left the Republican party in the late 1980's "because of the national Republican Party's actions on the deficit (it got bigger), government (it got bigger), taxes (they kept going up), and social issues ('I am not a social conservative.
