The
listing below sketches the McCain 2008 organization before the July
2007 restructuring/implosion (see here for post-restructuring
organization). The McCain campaign brought together a mix of
longtime McCain aides and Bush veterans. Building on the work of
the Straight Talk America PAC, an exploratory committee was established
on Nov. 16, 2006. The campaign committee John McCain 2008, Inc. formed
on March 1, 2007. The McCain campaign waged a classic establishment
effort, lining up many endorsements. However, the first quarter FEC
report showed the campaign third in total receipts, raising $13.1 million
while running a high burn rate (according to revised figures, the $8.9
million spent left the campaign with $4.7 million in cash on hand and $1.8
million in debts). The campaign made a few changes, notably shifting
finance director Carla Eudy and political director Mike Dennehy.
Although no one could see it at the time, these events were early signs
of the major implosion that was to occur.
In
a July 2, 2007 conference
call campaign manager Terry Nelson and chief strategist John Weaver
presented a bleak picture, announcing a major restructuring including cuts
impacting every department of the campaign as well as in the states.
Nelson said the campaign had been operating on "incorrect assumptions"
based on raising $100 million in the year. It fell far short; following
up on the $13.1 million in the first quarter, the campaign had raised about
$11.2 million in the just-concluded second quarter. Nelson described
a "difficult fundraising environment," in part due to Sen. McCain's outspoken
leadership on immigration reform and Iraq. Nelson said the campaign
had just $2 million in cash on hand going into the third quarter.
In addition to downsizing operations, Nelson stated he would be working
on a volunteer basis for the next several months and senior staff would
be taking pay cuts.
On
July 10 the campaign faced another blow as both Nelson and chief strategist
John Weaver resigned
effective immediately, and deputy campaign manager Reed Galen and political
director Rob Jesmer followed later in the day. Rick Davis took over
as campaign manager. There were further reverberations in July as
most of the communications and media teams resigned.
